About Xi'an University of Posts and Telecommunications
Xi’an University of Posts and Telecommunications (西安邮电大学, XUPT) traces its origins to the Shaanxi and Gansu postal and telecommunications staff training classes set up in 1950 and the Xi’an Posts and Telecommunications School that followed. In 1959 the State Council approved the founding of the Xi’an Institute of Posts and Telecommunications, which reported first to the Ministry of Posts and Telecommunications and later to the Ministry of Information Industry.
The institute was transferred to Shaanxi Province in 2000, gained the right to award master’s degrees in 2003 and took its present name, Xi’an University of Posts and Telecommunications, in 2012. Since 2013 it has been co-built by Shaanxi Province and the Ministry of Industry and Information Technology (MIIT); it was selected as a Shaanxi high-level university in 2015 and a Shaanxi domestic first-class discipline university in 2018, and became a doctoral-degree-granting institution in 2021.
The university occupies more than 1,500 mu (about 100 hectares) on two campuses in southern Xi’an — the historic Yanta Campus near the Big Wild Goose Pagoda and the larger Chang’an Campus in the university town of Chang’an District — and has nearly 20,000 students, more than 1,700 staff and 14 teaching and research units. According to the university’s December 2025 introduction it offers 49 undergraduate majors, 16 first-level master’s disciplines, 11 professional master’s categories and 3 first-level doctoral disciplines.

Founded to train staff for China’s postal and telecommunications system and run for four decades by the telecoms ministries, XUPT remains focused on information and communication technology.

Admission, programs & tuition
XUPT admits international students through its International Office (part of the Office of International Cooperation and Exchange), not through an online portal: you email the application form and documents to International_office@xupt.edu.cn by 15 June. The most recent international prospectus, posted on 30 April 2025 and still the current one on the office’s website, lists only postgraduate (master’s) programs — ten three-year majors from Information and Communication Engineering to Physics. An older version of the prospectus (2022, re-posted in June 2023) also listed ten four-year bachelor’s majors taught in Chinese for students with HSK 4, but the 2025 edition drops them, so ask the office before assuming bachelor’s places are available for 2026. XUPT has been a doctoral-degree-granting university since 2021, but doctoral study is not offered in its international prospectus. Teaching is normally in Chinese alongside Chinese students (HSK 4 required); if several students apply for the same major in the same semester, the university says it may run a separate English-taught class. The prospectus publishes no age limit and no application fee.

Registration and start of the academic year
Autumn 2026Pay the RMB 800 registration fee and buy the compulsory health insurance at registration — without insurance you cannot register. The exact date comes with your admission documents.
The 2025 prospectus gives this reference budget per student: tuition RMB 8,000 per year (graduate), registration fee RMB 800, accommodation RMB 1,200 per year, health insurance RMB 800 per year, physical examination around RMB 400 and residence permit around RMB 800 per year. The older 2022/2023 prospectus still shown on the office’s ‘Study at XUPT’ page lists accommodation at RMB 2,400 per year and says only that tuition is ‘the same as for Chinese students’ — confirm the dormitory fee with the International Office. You also need to show funds of RMB 50,000 when applying.

Funding
Scholarships
XUPT publishes very little on scholarships for international students. Its prospectus says only that enrolled students with excellent results can receive a scholarship, without naming the award or its value. The one fully described scheme is a master’s scholarship XUPT offered through the Asia-Pacific Telecommunity (APT) for ICT professionals from APT member countries, most recently listed for 2024. The university does not list the Chinese Government Scholarship, a Shaanxi provincial scholarship or the Xi’an ‘Belt and Road’ scholarship on its international pages, so ask the International Office which of these, if any, it can nominate you for before you plan on funding.
APT–People’s Republic of China Scholarship Programme (XUPT master’s)
Full tuition and dormitory fees waived; a stipend of RMB 10,000, 9,000 or 8,000 per year (first, second or third class); one economy round-trip air ticket (up to RMB 5,000 each way). Students pay insurance (about RMB 800 a year), the medical check (about RMB 400) and the residence permit (RMB 800 a year).
Eligibility: Citizens or permanent residents of APT member countries, under 35, with a four-year bachelor’s degree, able to study in English or Chinese, nominated by their APT member administration; three or more years in a government ICT role is preferred. The 2024 call offered 10 places in Information and Communication Engineering (4), Electronic Science and Technology (3) and Computer Science and Technology (3). APT has not listed an XUPT offer for 2025 or 2026 — check with APT and XUPT.
XUPT scholarship for outstanding enrolled students
Not specified — the prospectus says only that enrolled students with excellent results can also receive a scholarship.

Research at the university
XUPT’s research grows out of its telecoms heritage: communications, electronics, computing, cyberspace security and the management of the information industry. The university reports two national engineering laboratories and 29 provincial and ministerial key laboratories and research centers, and has recently undertaken more than 600 national, provincial and ministerial research projects, including National Natural Science Foundation and national major science and technology projects.

Frequently asked questions
How much is tuition at XUPT for international students?+
The 2025 international prospectus sets graduate (master’s) tuition at RMB 8,000 per year. Add a one-off RMB 800 registration fee, accommodation of RMB 1,200 a year (an older page says RMB 2,400), health insurance of RMB 800 a year, a medical check of about RMB 400 and a residence permit of about RMB 800 a year.
Can I study a bachelor’s or PhD at XUPT?+
The current (2025) prospectus admits international students only to three-year master’s programs. An older prospectus listed Chinese-taught bachelor’s majors, and XUPT does award doctorates to Chinese students, but neither is in the latest international prospectus — ask the International Office before applying.
What language level do I need?+
HSK 4 for Chinese-taught study. Master’s applicants may instead show the ability to follow lectures in English, but an English-taught class is only run when several students apply for the same major in the same semester.

XUPT has also offered master’s scholarships through the Asia-Pacific Telecommunity (tuition, dormitory, an RMB 8,000–10,000 yearly stipend and airfare) for nominated ICT professionals under 35 — last listed for 2024. Ask the office about Chinese Government or Shaanxi scholarships, which XUPT does not mention.
Is there an age limit?+
The self-funded prospectus publishes none. The APT scholarship requires applicants to be under 35.
Where do international students live?+
In on-campus double rooms with two beds, desks and wardrobes, at RMB 1,200 per person per year according to the 2025 prospectus (RMB 2,400 on an older page).
