About China Jiliang University
China Jiliang University (中国计量大学, CJLU) was established in 1978 as Hangzhou Metrology School by the State Metrology Bureau, upgraded to the China Institute of Metrology in 1985 and renamed China Jiliang University in 2016. Its own profile describes it as a “multidisciplinary university distinctive for its focus on metrology, standards, quality, market regulation, inspection and quarantine” — jiliang (计量) being the Chinese word for measurement, which is why the English name keeps the Chinese word rather than translating it. The university is run by the People’s Government of Zhejiang Province and, since 2019, has been jointly supported by the province and the State Administration for Market Regulation, the national body responsible for standards, quality and market supervision. The university charter gives its legal address as No. 258 Xueyuan Street in Hangzhou and its anniversary as 18 October.
CJLU is a single-site university — the QS profile lists one main campus — organised into 19 colleges, departments and centres, from the College of Metrology Measurement and Instrument through the School of Law and School of Intellectual Property to the College of Arts and Communication. Degree-awarding rights arrived late and quickly: the university was authorised to award doctorates in 2021 and opened postdoctoral stations in 2023. It now offers 2 doctoral programs in first-level disciplines, 15 master’s degree programs in first-level disciplines and 11 professional master’s degree programs, alongside 18 national and 24 provincial first-class undergraduate programs. Two of its colleges were created as recently as January 2024 — the College of Quality and Standardization, and the College of Energy Environment and Safety Engineering & College of Carbon Metrology — which is a fair signal of where the university is putting its weight.
Two official English pages count the university differently, and the difference is worth knowing before you quote a figure. The About page states a faculty of about 1,400, of whom 700 hold senior professional titles and 77% hold doctoral degrees, with over 17,000 undergraduates and over 4,600 postgraduates, nearly 40 scientific research platforms at provincial and ministerial level or above, and partnerships with more than 50 foreign universities and research institutes. The newer Profile page states a faculty of nearly 1,500 with 78% holding doctorates, over 18,000 full-time undergraduates and nearly 5,000 graduate students, over 40 research platforms and partnerships with over 60 universities and research institutions worldwide. Both are cited below; neither page says which supersedes the other. On the international cohort the two agree: over 400 international students, drawn from 35 countries.
China Jiliang University does not appear in the QS World University Rankings; its QS profile carries only the Asia tables, where it is also #=332 in the Eastern Asia listing.

CJLU is the Chinese university built specifically around measurement science, standardisation, quality supervision and inspection and quarantine.
A university named after measurement
CJLU grew out of the national metrology bureau’s own training school and still organises itself around metrology, standards, quality, market regulation and inspection and quarantine. If you want to study measurement science or standardisation as a named degree rather than as a module inside an engineering course, this is one of very few places in the world that offers it.
Backed by the national market regulator
Since 2019 the university has been jointly supported by the Zhejiang provincial government and the State Administration for Market Regulation. That relationship shows up in its laboratories — a National Center for Quality Inspection and a Key Laboratory of the State Administration for Market Regulation sit among its research platforms.
Standardisation taught as a discipline
CJLU offers standardization engineering as an undergraduate major open to international students, created a College of Quality and Standardization in January 2024, and says its College of Economics and Management is “the only one in China to win the world’s first ISO Award for Higher Education in Standardization”.
A young research university
Doctoral degree-awarding rights came only in 2021 and postdoctoral stations in 2023. The practical consequence for applicants is that undergraduate and master’s study are the established international routes, and doctoral study is not yet documented in English.
Hangzhou, not a second-tier city
The campus is in Hangzhou, the capital of Zhejiang, one of China’s wealthiest provinces and the province whose government scholarship most CJLU international students apply for.
Admission
Admission, programs & tuition
CJLU admits international students to bachelor’s degrees, to postgraduate degree study and to non-degree Chinese language programs, and runs its own online application system at international.cjlu.edu.cn. What it publishes in English is uneven, and you should know that before you plan a budget. The Admissions section carries an education plan for each undergraduate major open to international students, and the Fee Details page gives the application fee and the refundable deposit — but the university does not publish a tuition table, a degree application deadline or a registration date on its English pages. The Fee Details page says only that “the tuition fee for different majors/courses varies”, and its worked example still refers to a September intake in 2017. The fullest English document is the Prospectus for International Students of China Jiliang University 2023, which lists the majors, the documents and the dormitory rates for that cycle; the current year’s numbers live in the university’s Chinese-language admission notices. Ask the Office for the Enrollment of International Students for this year’s figures before you commit, and treat any tuition number you find on an agency site as unverified. Doctoral study is a further gap: CJLU has been able to award doctorates since 2021 and runs two doctoral programs in first-level disciplines, but it publishes no doctoral admission guide for international applicants in English, so ask the office whether that level is open to you at all. One thing the university does state plainly on the same Fee Details page, and it is worth repeating: “China Jiliang University has never authorized any third party to charge any fee on behalf of China Jiliang University.”

Undergraduate degrees taught in Chinese or in English. The Admissions section publishes a separate education plan for each major open to international students, and between those plans and the 2023 prospectus the list runs to fifteen: automation; measurement and control technology and instrumentation; optoelectronic (photoelectric) information science and engineering; electronic information engineering; communication engineering; electrical engineering and automation; computer science and technology; mechanical design, manufacturing and automation; mechatronic engineering; environmental engineering; standardization engineering; information management and information system; international economics and trade; administration of industry and business (business administration); and art, design and media. The list is engineering-heavy, and the metrology, instrumentation and standardization majors are the ones that exist here and almost nowhere else.

Ask the enrolment office what the bar is for admission as opposed to funding.

Master’s degreeGraduate
CJLU offers 15 master’s degree programs in first-level disciplines and 11 professional master’s degree programs, and its own scholarship regulations cover “new and current undergraduate and postgraduate students pursuing degrees”, so postgraduate degree study is open to international applicants. What the university does not do is publish a master’s admission guide in English: there is no English list of the master’s programs open to international students, no tuition figure and no deadline. Apply through the same online system and ask the enrolment office for the current program list and the language each program is taught in.

Application requirements
- A bachelor’s degree. The clearest published statement of postgraduate entry conditions at CJLU is on its Zhejiang Provincial Government Scholarship page, which requires master’s applicants to hold a bachelor’s degree, to supply two recommendation letters from professors or associate professors, and to be under the age of 35. Those are the conditions for the scholarship; the university does not separately publish its admission conditions in English.

- Language proficiency. The university’s scholarship regulations set HSK 5 or above for Chinese-taught degree programs and IELTS 5.5, TOEFL 80 or an equivalent for English-taught degree programs; the provincial scholarship page asks for “corresponding Chinese language ability with proof like HSK certificate” and is flexible where the program is taught in English.

Chinese language program
The 2023 prospectus lists a Chinese language program among the non-degree routes CJLU teaches to international students. Non-degree students are eligible for the university’s own Outstanding Non-Degree Student Scholarship once they have been enrolled for a year or more, and for the C grade of the Zhejiang Provincial Government Scholarship if they study for more than one semester, so a language year is not automatically unfunded.

International Business Chinese
A bilingual non-degree program listed alongside the Chinese language program in the 2023 prospectus. It carries the one hard language condition CJLU prints anywhere in English for a non-degree route: an HSK 4 transcript with a pass result is required.

Degree application deadline
Not publishedThe university sets no application deadline for degree study on its English pages. Applications go through the online system at international.cjlu.edu.cn, and the enrolment office is the only place to confirm this year’s closing date. If you want university funding, work back from the 31 May scholarship deadline rather than waiting for an admission deadline to be announced.
Two fees are published and firm. The application fee is RMB 300, payable once your application is accepted, non-refundable, and quoted excluding international postage. The deposit is RMB 1,000 and is refunded after you register — or, if your visa is refused, on documented proof of the refusal. Tuition is the figure CJLU does not publish in English: the Fee Details page says only that it varies by major and course, and the current numbers appear in the university’s Chinese-language admission notices rather than on the English site. Accommodation was RMB 1,500 per bed per semester in a three-person room and RMB 800 per bed per semester in a five-person room in the 2023 prospectus, the most recent English figure the university gives. Budget separately for insurance, the medical examination and living costs. Fees are paid to the university’s own account at the Industrial and Commercial Bank of China, Zhejiang Branch, account 1202026209008932114, beneficiary China Jiliang University; the university states it “has never authorized any third party to charge any fee on behalf of China Jiliang University”, so a request to pay an agent is a warning sign, not a shortcut.

Scholarships
CJLU’s English pages document two funding routes, and the university administers both: its own China Jiliang University Scholarship for International Students, and the Zhejiang Provincial Government Scholarship, which the province funds and the university selects for. A third route is implied rather than described — both sets of regulations disqualify anyone already holding a Chinese Government Scholarship, so CJLU plainly enrols students on that channel, but it publishes no Chinese Government Scholarship page of its own in English. Check with the enrolment office, and with the China Scholarship Council, before assuming you can reach CJLU through a CSC channel. Two procedural points matter more than the headline amounts. First, the university award and the provincial award are mutually exclusive, and neither can be combined with a Chinese Government Scholarship, so you are choosing between them rather than stacking them. Second, two official documents describe the university award differently: the scholarship regulations set prizes of a full academic year’s tuition, 50% of tuition and 25% of tuition for degree students, while the 2023 prospectus describes Class-A as one year’s tuition, Class-B as one semester’s and Class-C as half a semester’s, and puts the non-degree award at RMB 3,500 per person against the regulations’ RMB 1,000, RMB 600 and RMB 300. Ask which structure applies to your intake. The provincial scholarship page carries a 2016 date, so confirm its grades and amounts too.
China Jiliang University Scholarship — Outstanding Degree-seeking Student Scholarship
Tuition relief awarded as prizes. The scholarship regulations give a full academic year’s tuition for a first prize, 50% of tuition for a second and 25% for a third. The 2023 prospectus words the same award differently — Class-A one year of tuition, Class-B one semester, Class-C half a semester — so confirm which wording applies to your year before you budget.
Eligibility: New and continuing undergraduate and postgraduate degree students who have been accepted by or are registered at CJLU, comply with Chinese law and university regulations, and hold neither a Chinese Government Scholarship nor a Zhejiang Provincial Government Scholarship. Incoming students are judged on their previous academic record and on language proficiency — HSK 5 or above for Chinese-taught programs, IELTS 5.5, TOEFL 80 or the equivalent for English-taught programs. Continuing students need an average score of 75% or above with no failed courses, attendance of at least 80% and at least 20 credits in the year. Freshmen apply by 31 May and are notified by 31 July; other applicants apply at the end of June and are notified by 30 September.
China Jiliang University Scholarship — Outstanding Non-Degree Student Scholarship
Cash prizes rather than fee relief: RMB 1,000 for a first prize, RMB 600 for a second and RMB 300 for a third under the scholarship regulations. The 2023 prospectus instead puts the non-degree award at RMB 3,500 per person — the two official figures do not reconcile, so ask before you count on either.
Eligibility: Students on a further-study or Chinese language program lasting one year or more, with an average score of 80% or above and attendance of at least 85%. As with the degree award, you may not hold a Chinese Government or Zhejiang Provincial Government scholarship at the same time.
China Jiliang University Individual Scholarship
Four separate awards — Diligence, Progress, Activity and Honor — for students who stand out in one respect rather than across the board. The Honor Award runs from RMB 600 for a city-level achievement to RMB 1,000 for a national-level one.
Eligibility: Enrolled international students with outstanding performance in a particular area rather than an across-the-board record. The same bar on holding a Chinese Government or Zhejiang Provincial Government scholarship applies. Applications are reviewed by an Overseas Student Scholarship Evaluation Group chaired by the Vice President for Foreign Affairs, after the International Exchange Center has checked the documents.
Zhejiang Provincial Government Scholarship — A grade
RMB 30,000 per year, covering the registration fee, tuition, basic textbooks, accommodation and major disease and accident insurance.
Eligibility: Master’s and doctoral candidates studying in Zhejiang Province. Master’s applicants need a bachelor’s degree, two recommendation letters from professors or associate professors, and must be under 35; doctoral applicants need a master’s degree, recommendation letters, and must be under 40. All applicants must hold a foreign passport, be in good health, behave well on campus with no record of breaking the law, rank among the top students in their grade or class, and hold no other Chinese government scholarship. CJLU states that it accepts applications from January to May each year; the page carries a 2016 date, so confirm the current window.
Zhejiang Provincial Government Scholarship — B grade
RMB 20,000 per year, on the same basis as the A grade — registration fee, tuition, basic textbooks, accommodation and major disease and accident insurance.
Eligibility: Undergraduate degree candidates, who need an education qualification equivalent to Chinese senior high school, plus the general conditions that apply to every grade: foreign passport, good health, good conduct, top standing in their class, and no other Chinese government scholarship. Chinese proficiency is evidenced by an HSK certificate, with flexibility where the program is taught in English.
Zhejiang Provincial Government Scholarship — C grade (Excellent Student Scholarship)
RMB 6,000 per year.
Eligibility: Outstanding long-term international students already studying in Zhejiang Province. The page defines long-term as more than one semester, which brings non-degree and language students into scope — this is the one provincial grade a language student can realistically aim at.
Research
Research at the university
CJLU’s research follows the subject that names it. Its platforms sit in metrology and testing, quality inspection and standardisation, and the laboratories it names are the ones the national market regulator relies on: a National Center for Quality Inspection, a Key Laboratory of the State Administration for Market Regulation, a National Base for International Science and Technology Cooperation, a National-Local Joint Engineering Laboratory and an Engineering Research Center of the Ministry of Education. The university counts over 40 research platforms at provincial and ministerial level or above and 35 high-level research institutes, and has won 3 second prizes of the National Science and Technology Awards. Its two official English pages differ slightly on the platform count — the About page says “nearly 40”, the Profile page “over 40” — and neither breaks the total down by level. Doctoral supervision is new: the university gained doctoral degree-awarding rights in 2021 and opened postdoctoral stations in 2023, so its research training is younger than its laboratories.
Metrology, measurement and instrumentation
The College of Metrology Measurement and Instrument is, in the university’s own words, the oldest and most specialised college in metrology and measurement at CJLU, with a system that runs from undergraduate through master’s to doctoral study. It grew out of the Department of Metrology Engineering founded in 1995 and traces back to the university’s original founding department.
Quality, standardisation and inspection
The College of Quality and Standardization was established in January 2024. The College of Economics and Management says it is “the only one in China to win the world’s first ISO Award for Higher Education in Standardization”, runs international standardisation training, and works with China’s Standardization Administration on standardisation talent development.
Optoelectronics and information engineering
The College of Optical and Electronic Technology was established in March 2007 and originates from the Optical Metrology and Testing program founded by the academician Wang Daheng. The College of Information Engineering grew from the Radio Measurement and Testing program, began admitting undergraduates in 1986, added computer science by 1999, and now houses institutes in electronic information, computer technology and biomedical engineering.
Materials, energy and carbon metrology
The College of Materials and Chemistry works on metrology and testing for magnetic materials, electronic information materials, metals, new energy materials, advanced carbon materials, multifunctional protective materials and chemical metrology. The College of Energy Environment and Safety Engineering & College of Carbon Metrology, formed in January 2024, brings together safety engineering, environmental engineering and energy and power engineering.
Fluid equipment and testing
The Research Institute of Fluid Equipment and Testing Technology was founded in 2019 and the Research Institute of Fluid Detection and Simulation in 2006; the Huzhou Metrology and Testing Institute of China Jiliang University was established on 11 May 2020 as an off-campus testing base.
Life sciences, quarantine and food safety
The College of Life Sciences, established in September 2001, covers bioengineering, health inspection and quarantine, animal and plant quarantine, food quality and safety, and pharmacy — the inspection-and-quarantine half of the university’s remit — and reports 873 undergraduates and 436 postgraduates.

CJLU’s international work is organised around standardisation rather than around student mobility in general. In May 2018 it founded the “Belt and Road” University Alliance for Standardization Education and Academics on its own campus — “the first-ever alliance in this regard across the world”, in the university’s words — which the Profile page now counts at 119 universities from 36 countries and the About page at 118. Its deepest bilateral relationship is with the Czech Republic: CJLU and the University of Finance and Administration (VSFS) in Prague jointly run a Confucius Institute, the Zhejiang-Czech Prague Silk Road Institute, and a Zhejiang-Czech Center for People-to-People and Cultural Exchanges with an attached Research Institute for Central and Eastern Europe. The university’s two English pages give different partner counts — more than 50 foreign universities and research institutes on the About page, over 60 universities and research institutions on the Profile page — and its Partners page carries the heading “CJLU’s Partners Around the World” without publishing the list, so if exchange to or from a specific university matters to you, ask the office rather than assuming.
“Belt and Road” University Alliance for Standardization Education and Academics
Founded at China Jiliang University in May 2018 and described by the university as the first alliance of its kind in the world. It brings together 119 universities from 36 countries according to the Profile page, or 118 according to the About page, around standardisation teaching and research.
Confucius Institute at the University of Finance and Administration (VSFS), Prague
Jointly established by CJLU and VSFS in Prague. Its first Chinese Proficiency Test (HSK) sitting drew 26 candidates from the Czech Republic, Italy, Poland, Spain, Ukraine, Hungary and Russia — an indication of the institute’s regional reach rather than a CJLU enrolment figure.

Career
Career & alumni
CJLU is a vocational proposition as much as an academic one. It trains people for calibration and testing laboratories, certification and inspection bodies, standards organisations and the quality functions of manufacturers, and it sits inside the institutional network that employs them: the university has been jointly supported by the State Administration for Market Regulation since 2019, its laboratories include a National Center for Quality Inspection, and its College of Economics and Management works with China’s Standardization Administration on standardisation talent development while holding what the university describes as the world’s first ISO Award for Higher Education in Standardization. For a graduate in metrology, instrumentation or standardisation, that network is the point of studying here. What CJLU does not publish anywhere on its English pages is an employment rate, a salary figure, a graduate destinations report or a careers service for international students — there is no careers page in the English site’s navigation at all. Treat any employment statistic you see on an agency site as unverified, and ask the Office for the Enrollment of International Students what support exists before you rely on it.

CJLU is a single-campus university in Hangzhou — the QS profile lists one main campus, and the university charter gives the legal address as No. 258 Xueyuan Street. The university’s own Campus Life page sells the location rather than the facilities: Paradise Walk, “one of the most popular malls in China”, is 12 minutes away by car, and there are two large public hospitals nearby, one 8 minutes and the other 15 minutes by car. Accommodation for international students is priced by room size rather than by building, and the rates published in the 2023 prospectus are the most recent the university gives in English. Beyond that the English pages are thin: CJLU does not publish canteen options, dormitory facilities, sports facilities or international student clubs, so ask the enrolment office for a current description of the residence — including whether rooms have private bathrooms and what utilities cost — before you arrive.

Dining
CJLU does not publish canteen locations, meal plans or food prices for international students on its English pages. Budget for food separately and check on arrival; the university’s Campus Life page points to shopping and hospitals near the campus rather than to on-campus dining.
Facilities
One campus in Hangzhou
Everything is on a single site in Hangzhou, the capital of Zhejiang: 19 colleges, departments and centres, from the College of Metrology Measurement and Instrument to the School of Law and School of Intellectual Property and the College of Arts and Communication. Changing subject area does not mean changing campus or city.
Shops and hospitals a short drive away
The university names Paradise Walk, which it calls one of the most popular malls in China, as 12 minutes away by car, and two large public hospitals at 8 and 15 minutes by car.
Insurance is part of the cost of study
The Zhejiang Provincial Government Scholarship explicitly covers major disease and accident insurance, which tells you insurance is a standard cost for international students here — but CJLU does not publish the premium on its English pages, so ask what you will pay at registration.
Newer colleges, newer facilities
Two colleges were created in January 2024 — the College of Quality and Standardization and the College of Energy Environment and Safety Engineering & College of Carbon Metrology — and the university operates 1 national and 14 provincial experimental teaching demonstration centres, which is where undergraduate laboratory work happens.

How much is tuition at China Jiliang University for international students?+
The university does not publish a tuition figure on its English pages. Its Fee Details page says only that “the tuition fee for different majors/courses varies”, and the current numbers appear in CJLU’s Chinese-language admission notices rather than on the English site. Two costs are published and firm: an application fee of RMB 300, payable once your application is accepted and non-refundable, and a deposit of RMB 1,000 that is returned after you register — or, if your visa is refused, on documented proof of the refusal. Accommodation was RMB 1,500 per bed per semester in a three-person room and RMB 800 in a five-person room in the 2023 prospectus. Ask the Office for the Enrollment of International Students for this year’s tuition in writing, and do not rely on a figure from an agency site: the university states it “has never authorized any third party to charge any fee on behalf of China Jiliang University”.
What language do I need, and what level?+
CJLU teaches international students in English or in Chinese, and the 2023 prospectus does not mark which language belongs to which major — so the first question to ask the office is which language your major is taught in. The university publishes no single admission threshold in English. The levels it does publish are the ones attached to its scholarships: HSK 5 or above for Chinese-taught degree study, and IELTS 5.5, TOEFL 80 or an equivalent for English-taught degree study. One non-degree route has a stated bar: International Business Chinese requires an HSK 4 transcript with a pass result. If you are applying without funding, ask the enrolment office what the admission bar is, because it need not be the same as the scholarship bar.
When is the deadline to apply to CJLU?+
The university does not publish a degree application deadline in English. The dates it does publish are scholarship dates, and they are the ones to work back from. Applications for the Zhejiang Provincial Government Scholarship are accepted from January to May; applications for the university’s own scholarship close on 31 May for incoming students, with results by 31 July, and at the end of June for continuing and other applicants, with results by 30 September. Those come from standing regulations rather than from a notice republished for the 2026 cycle, and the provincial scholarship page carries a 2016 date, so confirm both with the office. Applications are submitted through the university’s online system at international.cjlu.edu.cn. Plan for a September start: the Fee Details page refers to a September intake and the Chinese academic year begins then.
What scholarships can an international student get at CJLU?+
Two routes are documented in English, and they cannot be combined. The China Jiliang University Scholarship for International Students gives degree students tuition relief as prizes — a full academic year’s tuition, 50% or 25% under the scholarship regulations — with cash prizes of RMB 1,000, RMB 600 and RMB 300 for non-degree students and four Individual Scholarships (Diligence, Progress, Activity and Honor) for students who stand out in one respect. Note that the 2023 prospectus describes the same degree award as one year, one semester or half a semester of tuition and puts the non-degree award at RMB 3,500, so ask which structure applies to your intake. The Zhejiang Provincial Government Scholarship pays RMB 30,000 a year for master’s and doctoral candidates, RMB 20,000 for undergraduates and RMB 6,000 for outstanding long-term students, covering registration, tuition, basic textbooks, accommodation and major disease and accident insurance. Holding a Chinese Government Scholarship disqualifies you from both — and CJLU publishes no Chinese Government Scholarship page of its own in English, so check with the office and the China Scholarship Council if that is your intended route.
Which subjects can international students study at CJLU?+
At undergraduate level, fifteen majors appear across the education plans the university publishes and the 2023 prospectus: automation; measurement and control technology and instrumentation; optoelectronic (photoelectric) information science and engineering; electronic information engineering; communication engineering; electrical engineering and automation; computer science and technology; mechanical design, manufacturing and automation; mechatronic engineering; environmental engineering; standardization engineering; information management and information system; international economics and trade; administration of industry and business; and art, design and media. The distinctive ones are measurement and control technology and instrumentation, and standardization engineering — subjects CJLU teaches as named degrees and most universities do not teach at all. Postgraduate degree study is open to international students, but the university publishes no English list of the master’s programs available to them, and no doctoral guide at all, so ask the office at those levels.
Is there an age limit for international applicants?+
Not one that CJLU publishes for admission. The age limits it does publish belong to the Zhejiang Provincial Government Scholarship: master’s applicants must be under 35 and doctoral applicants under 40. The undergraduate conditions the university states are about qualifications rather than age — you must be a foreigner or overseas Chinese whose mother language is not Chinese, holding a senior high-school qualification or above. If you are outside the usual age range for your level, ask the enrolment office whether admission and funding are affected differently, because only the funding rule is written down.
Where do international students live, and what does it cost?+
In university accommodation, priced by room size: RMB 1,500 per bed per semester in a three-person room and RMB 800 per bed per semester in a five-person room, as published in the Prospectus for International Students 2023. Those are the most recent English figures the university gives, and it has not republished dormitory rates since, so confirm the current cost — and what utilities add — with the enrolment office. CJLU does not publish dormitory facilities, canteen options or on-campus sports and club provision for international students in English; what its Campus Life page does say is that the mall Paradise Walk is 12 minutes away by car and two large public hospitals are 8 and 15 minutes away.
