About Chang'an University
Chang’an University (长安大学) was created on 18 April 2000 by merging three Xi’an institutions: Xi’an Highway University, Xi’an Engineering Institute and the Northwest Institute of Construction Engineering. The lineage is older than the name. The university’s history page starts in 1951, when pioneers "with the ideal of ‘no obstruction of traffic and smooth flow of goods’" founded the Northwest Communications College in Lanzhou; it moved to Xi’an in 1952 and by 1958 had become "the first institution of higher education in Asian which specialized in training professionals in highway transportation".
It is a national university directly under the Ministry of Education, co-built with the Ministry of Transport, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development and the Shaanxi Provincial Government — a sponsorship list that tells you what the place is for. It was a Project 211 university and sits in the Double First-Class initiative. Five campuses in Xi’an carry the teaching — Main, Yanta, Xiaozhai, Weishui and Taibai — with Weishui the undergraduate campus. Weishui also holds an automobile proving ground of 423 acres with a 2.4 km high-speed circular track, which the university calls the only one of its kind inside a Chinese university.
Scale figures differ by page and vintage, so treat any single number carefully. The QS profile gives over 34,000 full-time students, nearly 10,000 of them postgraduates and international students, across 22 schools. The university’s own overview page, updated 14 January 2021, counts 23 schools, over 25,000 undergraduates, 10,000 postgraduates, 1,600 international students and 82 undergraduate majors. The most recent count of the international cohort comes from the International Education School: 1,855 students at the end of 2023, from 110 countries. In November 2025 the university’s president, Li Shutao, was elected an academician of the Chinese Academy of Sciences.
Chang’an does not appear in the main QS World University Rankings table; its QS profile carries only the Asia, subject and sustainability rankings.

Built around highways and transport
Highway, bridge, tunnel, vehicle and traffic engineering dominate the program lists at every level — the university calls its Xi’an Highway Institute predecessor the first in Asia to specialise in highway transportation.
A proving ground on campus
The test ground on the north side of Weishui covers 423 acres and includes a 2.4 km high-speed circular track: by the university’s account the only one of its kind inside a Chinese university.
English-taught at all three levels
Separate Chinese-taught and English-taught 2026 catalogues are published for each degree level — fourteen English-medium undergraduate majors across ten schools, and sixteen English-medium doctoral programs.
Admission
Admission, programs & tuition
Chang’an admits international students to bachelor’s, master’s and doctoral degrees and to five non-degree routes, all through one system at https://is.chd.edu.cn. Two things set 2026 apart. First the CSCA: from the 2026–2027 academic year every undergraduate applicant must "provide valid CSCA report" — the China Scholastic Competency Assessment, at csca.cn — by 31 May 2026, and Chang’an publishes its own required subject lists. Neither postgraduate guide mentions it. Second, there is no single application deadline: each funding route closes on its own date, from 28 February 2026 for the first Chinese Government Scholarship batch to 15 June 2026 for self-funded applicants. Age limits are firm — under 25, 35 and 40 by level. One date disagrees across the guides: the Presidential Scholarship is 31 March 2026 on the undergraduate guide and 31 May on the postgraduate guides, so work to 31 March. Once admitted you may not change your university, level, major, medium of instruction or duration.

Bachelor’s degreeUndergraduate
Degrees in Chinese or English, with separate 2026 catalogues for each medium. The English-medium list covers ten schools and fourteen majors, among them mechatronic engineering, international economy and trade, computer science, electronic and information engineering, geology, civil engineering, materials science, road, bridge and river-crossing engineering, architecture and land resource management, plus four from the School of Automobile. The Chinese-medium list spans 21 schools.

- Non-Chinese citizen with a foreign ordinary passport valid until at least 1 March 2027, in good health and conduct, with no criminal record.
- Under the age of 25, with a senior high-school diploma (a pre-graduation certificate is accepted if you are still finishing) and full transcripts.
- A valid CSCA report by 31 May 2026 — required of every undergraduate applicant from the 2026–2027 academic year.
- Chinese-taught: HSK Band 4 above 180 (Band 5 for School of Humanities majors). English-taught: TOEFL iBT 80, IELTS 6.0 or Duolingo 100. Exemption on proof your previous education was in that language, and for native and official English speakers.
- A study plan of roughly 800 words, a Foreigner Physical Examination Form and a non-criminal record certificate issued within six months; guardian documents if under 18, and a bank deposit certificate of no less than RMB 50,000 if self-funded.
Master’s degreeGraduate
Master’s study across the full engineering range and beyond, with separate Chinese-taught and English-taught 2026 catalogues. The English-medium list spans roughly nineteen schools, from Highway School and Construction Machinery to Information Engineering, Water and Environment and Materials Science. The Chinese-medium list is wider and includes newer fields such as low-altitude technology and cyberspace security.

- Chinese-taught: HSK Level 5 with 180 or above, raised to 210 for School of Humanities majors. English-taught: TOEFL iBT 80, IELTS 6.0 or Duolingo 100. The usual exemptions apply.
- A Study and Research Plan in China of approximately 800 words, two recommendation letters from professors, and optionally a supervisor acceptance letter, which earns priority review.
- Degree certificates with transcripts, Foreigner Physical Examination Form, non-criminal record within six months, and a bank deposit of no less than RMB 50,000 if self-funded.
Doctoral degreeGraduate
Supervisor-led doctoral study in the fields the university was built around. The English-medium catalogue lists sixteen programs, covering road and railway, bridge, tunnel and geotechnical engineering; structural and disaster-prevention engineering; environmental science and hydraulic engineering; mechanical and construction machinery engineering; vehicle engineering; geophysics, geological resources and surveying; traffic information engineering and control; logistics; road materials; land engineering; architecture; and new energy and power engineering.

Self-Funded Chinese Language Program
Open to applicants aged 16 to 45; the Fees page also quotes RMB 2,500 a month. Deadlines for the 2026 cycle are 25 December 2025 for spring entry and 15 June 2026 for autumn.

Xi’an "Belt and Road" Scholarship — short-term Chinese language study
A Xi’an municipal award paying RMB 1,000 a month and nothing else. Applicants should in principle be under 45; no HSK bar is set. Deadline 31 May 2026. Not to be confused with the degree-level award of the same name.

International Chinese Language Teachers Scholarship (TFSU)
The national scholarship for future Chinese-language teachers. On the language track it pays RMB 2,500 a month plus RMB 700 towards off-campus accommodation. Applicants must be 16 to 35 on 1 September, or 45 for in-service teachers. Deadlines: 15 May, 15 September and 31 October 2026.

China Link Short-term Scientific Exchange Scholarship
A China Scholarship Council exchange route for students and faculty from CSC partner universities. General scholars receive RMB 3,000 a month, senior scholars RMB 3,500. No closing date is published — email apply@chd.edu.cn.

Registration, police registration and residence permit

Degree tuition for 2026 is a single flat figure per level, not a band: RMB 16,000 a year for bachelor’s, RMB 21,000 for master’s and RMB 30,000 for doctoral study. Accommodation is quoted at RMB 7,200 a year for a place in a double room, matching the RMB 600 a month on the Fees page. The application fee is RMB 400 and non-refundable whatever the outcome, rising to RMB 600 for Chinese Government and Chinese Language Teachers Scholarship applicants. Budget separately for the RMB 400 health check-up on arrival, for medical insurance and the residence permit — both payable after enrolment but neither priced on the English pages — and for living costs, estimated at RMB 12,000–15,000 a year in Xi’an.

Scholarships
Chang’an runs several funding routes, and the practical point is that each is a different deadline rather than a different form — you pick your funding source inside the same application at https://is.chd.edu.cn, and that choice decides when your file must be complete. The Chinese Government Scholarship comes in both flavours: Type A (Bilateral), applied for through your home country’s dispatching authority and closing 31 May 2026, and Type B (University Program), applied for directly to Chang’an in two batches closing 28 February and 31 March 2026. Alongside them sit two Xi’an municipal awards and the university’s own Presidential Scholarship, whose deadline and terms are stated differently on the guides and on its own regulations page. Self-funded students may apply during their studies for the Shaanxi Sanqin Scholarship and the Chang’an University Outstanding International Student Scholarship.
Chinese Government Scholarship — Type A (Bilateral Program)
Exemption from the registration fee, tuition and accommodation, comprehensive medical insurance, and a monthly allowance of RMB 2,500 (bachelor’s), RMB 3,000 (master’s) or RMB 3,500 (doctoral) over 12 months a year.
Eligibility: Applied for through your home country’s dispatching authorities as well as to Chang’an, closing 31 May 2026, on the normal entry standards for your level. Students admitted to Chinese-medium programs may be given a one-year Chinese language course first.
Chinese Government Scholarship — Type B (University Program)
The same terms as Type A: registration fee, tuition and accommodation exempted, comprehensive medical insurance, and RMB 2,500 / 3,000 / 3,500 a month by level.
Eligibility: Applied for directly to Chang’an in two batches, 28 February and 31 March 2026. Chang’an is one of the first universities approved by the Ministry of Education to recruit Chinese Government Scholarship students, and applying also puts you on the Presidential Scholarship candidate list.
Chang’an University Presidential Scholarship
The 2026 guides describe accommodation at the Weishui campus covered each year plus a first-year monthly stipend of RMB 1,500 (undergraduate), RMB 2,000 (master’s) or RMB 2,500 (doctoral) over 10 months. The scholarship’s own regulations instead describe four prize tiers, the first exempting tuition and hostel fees for the whole study period, with annual allowances of ¥25,000, ¥20,000, ¥15,000 and ¥10,000 by level.
Eligibility: Non-Chinese citizens in good health, under 25, 35 or 40 by level, meeting the same HSK and English bars as self-funded applicants. Deadline 31 March 2026 on the undergraduate guide, 31 May 2026 on the postgraduate guides.
Xi’an Municipal "Five Central Asian Countries" Scholarship
The most complete package on the list: exemption from tuition, hostel fee, insurance, residence permit fee, physical examination fee, textbook fee and international travel cost, plus ¥18,000 a year. It funds a one-year foundation program plus a four-year degree, subject to annual review.
Eligibility: Citizens of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan or Uzbekistan, under 25, with a senior high-school diploma and an average of no less than 70% of the full mark. The guides give 31 March 2026; the scholarship’s own page describes a 1 December to 15 April window.
Xi’an "The Belt and Road" Scholarship — degree study
Different at each level. Undergraduate: 50% of tuition plus RMB 1,500 a month for the first year, over 10 months. Master’s: tuition plus RMB 2,000 a month over 10 months. Doctoral: tuition plus RMB 2,500 a month over 10 months.
Eligibility: Degree applicants meeting Chang’an’s normal entry requirements; the deadline is 31 May 2026 at all three levels. The short-term Chinese language version of this award is a separate, much thinner scheme.
International Chinese Language Teachers Scholarship (TFSU)
On the master’s track it covers tuition, accommodation and insurance with RMB 3,000 a month for the first two years. On the language track it covers tuition and accommodation with RMB 2,500 a month for one semester, plus RMB 700 towards off-campus accommodation; the four-week and one-year options carry no living stipend.
Eligibility: Aged 16 to 35 on 1 September of the application year, or up to 45 for in-service teachers. HSK bars rise with programme length, up to HSK 5 with 210 and HSKK intermediate 60 for the two-year master’s. Deadlines: 15 May, 15 September and 31 October 2026.
China Link Short-term Scientific Exchange Scholarship
Exemption from tuition and accommodation, with RMB 3,000 a month for general scholars and RMB 3,500 for senior scholars, over 1 to 12 months.
Eligibility: Students and faculty nominated by China Scholarship Council partner universities; students under 35, doctoral candidates and faculty under 40. Study must begin by 31 August 2026; no deadline is published, so email apply@chd.edu.cn.
Research
Research at the university
Chang’an’s research is concentrated on the things the country builds and drives on: highways and their maintenance, bridges and tunnels, vehicles and automated driving, geology and geohazards, land and water in arid regions. The research overview, with data as of January 2026, records more than 10,000 scientific research projects — including work under the national 973 and 863 Plans and the National Natural Science and Social Science Foundations — and 24 national science and technology awards including a first prize of the National Science and Technology Progress Award, plus over 300 provincial and ministerial awards. The platform list is ministry-shaped: two national engineering laboratories, Ministry of Education key laboratories, twenty-one Ministry of Transport facilities and forty-three Shaanxi provincial platforms.
Highways, bridges and tunnels
The National Engineering Laboratory of Security Technology of Bridge Structure and the National Engineering Laboratory of Road Maintenance Technology and Equipment anchor the field, with Ministry of Education key laboratories for Special Region Highway Projects and Road Construction Technology.
Vehicles and automated driving
Ministry of Transport laboratories cover motor transport security, automated driving, BIM technology and satellite navigation, and a Ministry of Education–China Mobile joint laboratory works on vehicle networking. Testing happens on the Weishui proving ground.
Geology, geohazards and land
Ministry of Education key laboratories for Western Geological Resources and Geoengineering and for Arid Region Geohydrology sit alongside six Ministry of Natural Resources key laboratories covering geological hazards, land remediation and mining disaster prevention.
Water, environment and arid regions
The Ministry of Water Resources Key Laboratory of Eco-Hydrology and Water Security in Arid Regions underpins the English-taught doctoral programs in environmental science and hydraulic engineering.
- 24 national science and technology awards, including a first prize of the National Science and Technology Progress Award, plus more than 300 provincial and ministerial awards (data as of January 2026).
- Two national first prizes in the 2006–2020 award table: permafrost highway research in 2008 and tunnel construction management in 2010.

- Eight academic journals, three in the Excellent Action Plan for Chinese Science and Technology Journals; research funding above RMB 850 million and more than 1,300 patents a year, per the January 2021 overview page.
Global engagement

Chang’an has taken international students since 1956 and was among the first Chinese universities to run foreign-aid education programs; the International Education School says it has trained more than 10,000 students from 115 countries and regions, and counted 1,855 international students from 110 countries at the end of 2023. Its published partner list leans heavily towards transport and engineering institutions in Russia, Europe and the Pacific rim, and the university’s overview page puts the total at more than 140 institutions in over 30 countries, though that page dates from January 2021. The deepest single tie is with Ireland, through University College Dublin and the Chang’an Dublin International College of Transportation.

A Sino-foreign cooperation college listed among the university’s own schools, offering road, bridge and river-crossing engineering, vehicle engineering, and communications and transportation. Its majors sit on the Chinese-medium undergraduate catalogue, so expect Chinese-language entry requirements.

Career
Career & alumni
Chang’an sits inside the industry it teaches. Its co-sponsors are the Ministry of Transport, the Ministry of Natural Resources and the Ministry of Housing and Urban-Rural Development, its laboratories are ministry laboratories, and its award record is a record of road, bridge, tunnel and vehicle projects — which is why graduates cluster in design institutes, construction and highway agencies, automotive firms and geological survey bodies. The university’s overview page says more than 280,000 outstanding professionals have graduated from it. But there is no employment rate, no salary figure and no placement statistic for international graduates anywhere on its English pages, so treat any such number you see elsewhere as unsourced.

Chang’an is spread across five campuses in Xi’an — Main, Yanta, Xiaozhai, Weishui and Taibai — with Weishui the undergraduate campus. Which campus you live on is not purely a preference: the Presidential Scholarship specifically covers accommodation at Weishui, and the freshman guide sends students to different police stations depending on where they live. The international student apartments are described as equipped with telephone, air conditioning, television, washroom and shower facilities and internet access, and the Fees page adds a kitchen and laundry. Named campus facilities include a dining hall, supermarket, soccer playground, gymnasium, tennis court and swimming pool.

The 2026 guides state the Presidential Scholarship covers the Weishui accommodation fee annually, so holders have their campus decided for them.
Chinese language program accommodation

Quoted in the 2026 non-degree guide. An older page still quotes ¥30–50 per bed per day, which does not reconcile with the annual figure; use the 2026 guide and confirm at registration.
Dining
A dining hall and a supermarket are named among the campus facilities, and the dormitories include a kitchen. Chang’an publishes no canteen menus or meal prices for international students in English, so budget food out of the RMB 12,000–15,000 annual living estimate and check prices on arrival.

Main, Yanta, Xiaozhai, Weishui and Taibai. Wikipedia gives the total area as 199 hectares and the university’s pages as roughly 200; a 2021 page instead describes two campuses and three training bases totalling 250 hectares.

The automobile proving ground
On the northern side of Weishui campus: 423 acres with a 2.4 km high-speed circular track and specialised test roads. If you are on a vehicle or intelligent vehicle engineering program, this is where practical work happens.
Arrival formalities
Register with your X visa, admission notice, JW202 or JW201 form and original physical examination record. A health check-up costing RMB 400 follows, and the residence permit application needs six passport photographs and copies of your passport and visa pages.

Do I need to take the CSCA test to apply to Chang’an University?+
For a bachelor’s degree, yes. The 2026 undergraduate guide states that from the 2026–2027 academic year "all international students applying for undergraduate programs are required to provide valid CSCA report" — the China Scholastic Competency Assessment — and points applicants to csca.cn. The report is due by 31 May 2026, a separate date from your application deadline. Chang’an publishes its own lists of required CSCA subjects, one for Chinese-taught and one for English-taught majors. For master’s and doctoral applicants, no: neither guide mentions the CSCA.
What are the language requirements at Chang’an University?+
For Chinese-taught study, undergraduates need HSK Band 4 above 180 and postgraduates HSK Level 5 with 180 or above — and School of Humanities majors need more, HSK 5 at undergraduate level and HSK 5 with 210 or above at postgraduate level. For English-taught study the bar is the same at all three levels: TOEFL iBT 80, IELTS 6.0 or Duolingo 100. Native and official English speakers are exempt, as is anyone who can prove their previous education was in the language of instruction. The older Chinese Government Scholarship page quotes lower figures (TOEFL 68, IELTS 5.5); the 2026 guides are current.
When is the application deadline for Chang’an University?+
There isn’t one — there are several, and your funding route decides which applies. The first batch of the Chinese Government Scholarship (Type B) closes 28 February 2026 and the second 31 March 2026, the same date as the Five Central Asian Countries Scholarship. Type A and the Xi’an "Belt and Road" Scholarship close 31 May 2026, which is also when every undergraduate must have submitted the CSCA report. Self-funded applications close last, on 15 June 2026. The Chinese Language Teachers Scholarship runs on intake dates instead: 15 May, 15 September and 31 October 2026. The Presidential Scholarship is inconsistent — 31 March on the undergraduate guide, 31 May on the postgraduate ones — so work to 31 March.
Are there age limits for international applicants at Chang’an?+
Yes, and they are tighter at undergraduate level than at many Chinese universities: under 25 for a bachelor’s, under 35 for a master’s, under 40 for a doctorate. Applicants under 18 are not excluded from undergraduate entry but must supply guardian documents. The non-degree routes differ: the self-funded Chinese language program takes applicants aged 16 to 45, the Xi’an "Belt and Road" short-term language route sets 45 as an upper limit in principle, the Chinese Language Teachers Scholarship runs from 16 to 35 (45 for in-service teachers), and the camps accept 16 to 55.
What scholarships can international students get at Chang’an University?+
The Chinese Government Scholarship comes as Type A (through your home country’s dispatching authority) and Type B (direct to Chang’an in two batches); both exempt the registration fee, tuition and accommodation, provide medical insurance and pay RMB 2,500, RMB 3,000 or RMB 3,500 a month by level. The Xi’an Five Central Asian Countries Scholarship is the most complete package but is open only to citizens of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan under 25, covering fees, insurance, residence permit, medical examination, textbooks and travel with ¥18,000 a year. The Xi’an "Belt and Road" Scholarship covers tuition (50% at undergraduate level) plus a 10-month stipend of RMB 1,500, 2,000 or 2,500 — but its short-term language version covers no fees, only RMB 1,000 a month. The Presidential Scholarship needs no separate application if you are already applying for a Chinese Government Scholarship.
